UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a recent study of municipal councils, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that six out of ten of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and open spaces to support their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of authorities seeking to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on service redesigns and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England announced its property management strategy featured the sale of a shopping centre in Rainham and a community venue in Rochester to raise £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Strains

This research of councils in the coalition, which covers several urban centers, further found that over seven in ten of authorities will need to increase council taxes next April to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to achieve both improved services and financial savings,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of county councils recently further found council budgets being strained by the increasing figures of children and adults requiring Send support.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the latest deprivation measures (IMD) for UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” said the study.

“Although only a single urban area is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges facing local leaders across major urban centers in the coming year,” the report added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised social care provision in the last year, the survey revealed.
